Rotation is one number, not a redraw
Every PDF page carries an optional entry in its dictionary called /Rotate, holding 0, 90, 180 or 270. Rotating a page here changes that number and nothing else. The content stream — the actual drawing instructions for text, lines and images — is not touched, re-encoded, or regenerated.
This is why rotation is instantaneous even on a very large document, and why it is perfectly lossless. A 400-page scanned file rotates as fast as a one-page memo, because the work is editing a handful of integers rather than processing any page imagery.
What rotation can and cannot fix
- Only right angles. The PDF specification allows 0, 90, 180 and 270 degrees. There is no valid way to store a 7-degree rotation in
/Rotate. - It will not straighten a skewed scan. A page photographed slightly crooked needs the imagery itself resampled, which is a different operation and a lossy one.
- A few readers ignore it. Rotation is an instruction to the viewer. Well-behaved software honours it; the occasional old or minimal PDF renderer does not.
- Printing follows the viewer. Because the flag is applied at display time, how a rotated page prints depends on the printing application respecting it too.
